I and others listened to Vice-Governor Shan, reading out the monthly report on the boroughs.

My borough didn't stand out, though she pointed to the above-average increase in its finances.

This is my first monthly meeting, where I sat at the table. I attended one last month, and on the second day, I arrived in the city.

I took the order and sat at the small table for a single person and began to eat it while drinking the ice-cold lemony drink.

It was beautiful tonight under the bright moonlight. There are many couples sitting around me, mostly Primary-I and Primary-II, but I would also see some Sovereign.

Some of them are hiding their levels, while some show it openly and use it to get quick orders and the best seats.

"M..my apologies, Earth Sovereign," she said shakingly. "Just fuck off," I replied, and the woman disappeared at the speed of lightning.

I had covered us with a privacy sphere, but people still looked at me. In a few minutes, I finished up my meal and walked away.

I cast another illusion on me as I roamed the streets, with my soul sense covering the whole borough.

I wish I could scan the other boroughs, but that is strictly forbidden. We could only use our soul sense to scan the borough we are responsible for and not the other borough.

Which limits the ability to investigate.

I wanted to release my sneaky soul waves so many times, but controlled myself. Governors' soul sense is covering the whole city and seeing how powerful he is, he might discover them.

So, until I become sure that it won't happen; I won't be using my soul waves to scan the area outside of my borough.

Another hour passed, and once again stopped, watching the quarrel between two drunkards, but this time, the guards reacted and stopped the quarrel before sobering them up with their energies.
